This Special Temporary Authorization is granted upon the express condition that it may be terminated by the Commission —
at any time without advance notice or hearing if in its discretion the need for such action arises. Nothing contained herein
shall be construed as a finding by the Commission that the authority herein granted is or will be in the public interest beyond
the express terms hereof.
This Special Temporary Authorization shall not vest in the grantee any right to operate the station nor any right in the use of
the frequencies designated in the authorization beyond the term hereof, nor in any other manner than authorized herein.
Neither the authorization nor the right granted hereunder shall be assigned or otherwise transferred in violation of the
Communications Act of 1934. This authorization is subject to the right of use of control the Government of the United States
conferred by Section 706 of the Communications Act of 1934.

     Dear Ms. Salas:

            COMSAT Corporation, through its COMSAT Mobile Communications division
     (COMSAT), herein requests a six—month grant of special temporary authority, to be
     effective as soon as possible, to operate eight (8) land—based Inmarsat ship earth stations
     from temporary—fixed locations in the U.S. In support of this request, COMSAT submits
     as follows:

             On September 9, 1997, the Commission granted COMSAT Mobile
     Communications experimental special temporary authorization to operate the following
17   eight terminals: one Magnavox MX2400 Inmarsat—A; one NERA Saturn B Inmarsat—B;
     two Thrane & Thrane TT 33022A Inmarsat—C; two Trimble Navigation TNL 7002
     Inmarsat—C; one Mobile Telesystems 600 Inmarsat—C; and one Scientific Atlanta Maristar
     M Inmarsat—M terminal. These terminals are installed on the rooftop of COMSAT‘s
     headquarters building. The experimental STA file number is S—3021—EX—97, and the call
     sign is WA2XGG.

            The authorization permitted COMSAT to test and demonstrate the
     communications capabilities of Inmarsat technologies to prospective customers and to
     train customer employees in their use. The Commission‘s grant of special temporary
     authorization for mobile radio station license expired on February 9, 1998. COMSAT
     requests that this authorization be renewed so that these terminals may be returned to

       COMSAT is a U.S. corporation organized under the laws of the District of
Columbia. COMSAT affirmatively states that it does not in any manner act as a
representative of a foreign government or a subdivision thereof nor would the
authorization sought herein be used for the exclusive purpose of developing radio
equipment for export that would come under the jurisdiction of a foreign government.
The applicant has never had any FCC station license revoked or any application for permit,
license, or renewal ever denied by the Commission.

       COMSAT states that grant of this request would not have a significant
environmental impact and, thus, does not require an Environmental Statement under
Section 1.1307 of the Commissions rules. The authorization sought herein will not be
sought to fulfill the requirements of a government contract with an agency of the U.S.
Government.

       COMSAT further certifies that it is not subject to a denial of Federal benefits
pursuant to Section 5301 of the Anti—Drug Abuse Act of 1988, 21 U.S.C. Section 853a.

       Accordingly, COMSAT respectfully submits that the public interest would be
served by licensing the operation of the subject terminals for the aforementioned purposes,
and thus it requests that the Commission grant the instant request for temporary authority.

       The requisite filing fee of $45 is enclosed.
