                       Transfer of Control Application

  Ladies and Gentlemen:

              On behalf of COMSAT Government Systems, LLC ("CGS—LLC"), a wholly—owned
  subsidiary of Lockheed Martin Corporation, and COMSAT Corporation d/b/a COMSAT World
  Systems ("CWS"), we hereby transmit an original and two copies of a request for authority for
  transfer of control of CWS from COMSAT to CGS—LLC. CWS holds experimental
  authorization WB2XDE.

             Enclosed is an FCC Form 159 and a check in the amount of forty—five dollars ($45.00) in
  payment of the applicable FCC filing fee.

          Should any questions arise with respect to COMSAT‘s portion of the application, please
