                           Transfer of Control Application

        Ladies and Gentlemen:

                On behalf of COMSAT Government Systems, LLC ("CGS—LLC"), a wholly—owned
        subsidiary of Lockheed Martin Corporation, and COMSAT Corporation d/b/a COMSAT Mobile
        Communications ("CMC"), we hereby transmit an original and two copies of a request for
        authority for transfer of control of CMC from COMSAT to CGS—LLC. CMC holds experimental
        authorization WA2XGG.

             Enclosed is an FCC Form 159 and a check in the amount of forty—five dollars ($45.00) in
       payment of the applicable FCC filing fee.
