                       Transfer of Control Application

  Ladies and Gentlemen:

         On behalf of COMSAT Government Systems, LLC ("CGS—LLC"), a wholly—owned
  subsidiary of Lockheed Martin Corporation, and COMSAT Corporation ("COMSAT"), we
  hereby transmit an original and two copies of a request for authority for transfer of control of
  COMSAT to CGS—LLC. COMSAT holds experimental authorization WAOXBL.

            Enclosed is an FCC Form 159 and a check in the amount of forty—five dollars ($45.00) in
  payment of the applicable FCC filing fee.
