Special  Temporary  Authority  is  hereby                 granted        to    operate      the     radio
transmitting apparatus described below:

Special Conditions:

1.     This authority is for the space segment only.                 Satellites include all
Intelsats located at POR, APR and AOR.                 Frequencies will be used to serve
seagoing vessels.

2.  The authority is conditioned on harmful interference not being caused to
services operating in accordance with the Table of Frequency Allocations,
namely,      fixed and fixed satellite uses.

3.  This authorization is without prejudice to Commission consideration of any
application for permanent authority.




This       special   —temporary    authorization is granted upon the express condition
that it may be terminated by the Commission                   at   any    time       without      advance
notice       or   hearing   if    in    its discretion the need for such action arises.
Nothing contained herein shall be construed as a finding by the Commission
that the authority herein granted is or will be in the public interest
beyond the express terms hereof.

This special temporary authorization shall not vest in the grantee any right
to operate the  station   nor  any  right  in  the  use  of  the  frequencies
designated  in  the  authorization beyond the term hereof, nor in any other
manner than authorized herein.   Neither  the  authorization nor   the  right
granted  hereunder  shall   be assigned or otherwise transferred in violation
of the Communications Act of 1934.             This     authorization           is    subject      to   the
right  of use of control by the Government of the United States conferred by
Section 706 of the Communications Act of 1934.




This authorization effective              March 13,    1995               and
will expire 3:00 A.M. BEST.               September 12, 1995

              Re:       Request for Special Temporary Authority

    Dear Mr. Wright:

        COMSAT Corporation, by its COMSAT World Systems business
   unit ("COMSAT"), herein requests a grant of Special Temporary
   Authority fr°mTE3§%g-%g%—%29%-5EEEQEQQ'SfiQLQEQ§£~lgL_1995 to
   enable it to pro        elsa   —band space segment capacity in
   the PacificOceanRegion("POR") via the Intelsat satellite at
   1800 E. to seagoing vessels of the U.S. Navy.  In support of its
    request,          COMSAT submits the following information.

        COMSAT has been requested to provide service by a U.S.
   carrier that intends to provide Intelsat C—band communications
   via the 1800 E. satellite to a U.S. Navy ship operating in the
   POR.  COMSAT will provide Intelsat space segment capacity
   beginning March 13, 1995 consistent with its current wideband
   mobile experimental author}zation (KAZXHN) and the Special
   Conditions listed therein.   COMSAT intends to shortly file an
   application to amend its pending KAZXHN renewal application to

   service via a number of Intelsat satellites, it does not
   authorize COMSAT to provide service via the Intelsat satellite at
   1800 E.  The use of the Intelsat satellite at 180°E. has been
   coordinated with Inmarsat.


include all INTELSAT satellites in the POR.

      A grant of Special Temporary Authority as requested herein
will enable COMSAT to meet the urgent communications needs of the
U.S. Navy and will thereby promote the public interest.
