             Re:   Application for Modification of Experimental License
                   (KAZXHN)
        Dear Mr. Wright:

             on October 21, 1994, COMSAT World Systems ("COMSAT") filed
        an application for renewal of its KA2XHN experimental license.
        That application for renewal is currently pending before the
        Federal Communications Commission.

             The KAZXHN license currently authorizes COMSAT to provide C—
        and Ku—band space seqgment capacity to licensed antennas on
        seagoing vessels on a non—interference basis via certain INTELSAT
        satellites in the AOR and POR.      This wideband mobile service is
        provided as part of an experimental program aimed at developing
        studies related to the use of FSS frequencies in the maritinme
        environment.

              In response to service requirements from several entities,
        including the U.S. Navy, COMSAT has requested, and received,
        Special Temporary Authority through September 12, 1995 to enable
        it to provide service via INTELSAT satellites in the POR, APR and
        AOR.   COMSAT herein     ests the Commission to modify the points
        of commu       ons in its underlying KAZXHN license, to enable it
        to provide wide                            newal of its license,
        via I         satellites in the POR, APR andAOR.   Service will be
        provided consistent with its current grant ofSpecial Temporary
        Authority, on a non—interference basis, and without prejudice to
        Commission consideration of any application for permanent
        authority.


    Modification of the KAZXHN authorization, as requested
herein, will enable COMSAT to meet the service requirements of
its customers and assist in assessing the feasibility of two—way
service using C— and Ku—band frequencies via the INTELSAT systenm
in the maritime environment, thereby promoting the public
interest.
