                                     Exhibit One




       COMSAT is currently authorized by its KA2ZXHN license to
provide C— and Ku—band space segment capacity to licensed antennas
on seagoing vessels on a non—interference basis via certain
Intelsat satellites in the AOR and POR.                 Service is provided as
part of an experimental program aimed at developing studies related
to the use of FSS frequencies in the maritime environment.

          As COMSAT has received a number of requests for service from
several entities,      including the U.S. Navy,          COMSAT has requested,
and received, Special Temporary Authority through September 12,
1995 to enable it to provide service via Intelsat satellites in the
POR, APR and AOR.  COMSAT herein requests the Commission to modify
the points of communications in its KAZXHN license, as renewed, to
énable service via Intelsat satellites i                R and AOR.
Service    will   be   provided    consistent   with     its   current   grant   of
Special Temporary Authority,    on a non—interference basis and
without prejudice to Commission   consideration of any application
for permanent authority.

          Modification of    the    KA2XHN   license,    as    requested   herein,
will enable COMSAT to further determine the overall viability of
wideband mobile service via the Intelsat system.   Additionally,
future testing will focus on the emergence of inter—related
technologies  in  such  fields  as  emergency telemedicine,  the
development of enhanced gyroscope stabilizing mechanisms     and
antenna manufacture, and will contribute valuable information on
the use of FSS frequencies in the maritime environment,       in
furtherance of the public interest.
