Explanation
Please explain in the area below why an STA is necessary:
NOAA/ESRL Physical Sciences Division and CSU/CIRA (NOAA Cooperative Institute for Research in the Atmosphere) are working together in understanding changing rain patterns in California and assisting local entities in understanding, preparing for and managing water derived effects ranging from draught to flooding and whose effects are compounded by wildfires. As part of this effort an X-band radar will be located in the Sonoma County area to experimentally monitor precipitation during a 6 month period over a burned area.

Purpose of Operation
Please explain the purpose of operation:  To provide high-resolution, high-update data over the region of interest, supporting both real-time, on-the ground decisions by partner entities. Sonoma County currently has very poor radar coverage due to its topography. With the onset of the yearly monsoon phenomenon there is potential for very large rainfall amounts from weather systems coming from the Pacific Ocean, capable of devastating effects on infrastructure and people. This can compounded by the run-off conditions created by the wildfires across the area. the The proposed X-band radar deployment will provide high-resolution, high-update data over the region of interest, supporting both real-time, on-the ground decisions by partner entities (water management, weather forecast office, emergency management) and different aspects of research on forecasting and monitoring rainfall from such weather systems.
