 CHRYSLER‘S RESEARCH INSTRUMENTATION REQUIREMENTS INVOLVING


       FEDERAL REGULATIONS ON EXTERIOR VEHICLE NOLSE




This request is to obtain an experimental authorization for
operation of a Kustom, Model HR—8 unit to assist Chrysler in
an experimental research project involving noise reduction on
passenger cars and light trucks.

The EPA Office of Noise Abatement and Control is currently
finalizing an urban acceleration test procedure to be used in
proposed Federal regulations on all passenger cars and light
trucks. An effective date of January 1, 1980, is anticipated
for these regulations.

Although the current Proving Ground exterior vehicle noise test
instrumentation meets the minimum requirements for compliance
with the new Federal regulations for trucks over 10,000 lbs. CGVW,
extensive instrumentation which will facilitate measuring and
recording vehicle engine rpm, position, speed, acceleration and
noise is made necessary by the existing and proposed Federal
regulations .

Experimental tests will primarly be conducted in the Chrysler
Proving Grounds and such areas as Maricopa County, Arizona.
Our application, therefore, covers a request for authorization
to conduct such tests throughout the Continental U.S.A.
