Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
CBS Communication Services Inc. (CCS) hereby requests a Special Temporary Authorization to operate on frequencies 2.5 GHz - 2.6 GHz for a prototype wireless camera system in conjunction with coverage of the Presidential Inauguration on January 20, 2001. This request is necessitated by the unavailability of sufficient existing Part 74 Broadcast Auxiliary frequencies due to frequency congestion in the Washington, DC area. The wireless camera system consists of a compact MPEG encoder, a COFDM RF transmitter mounted to the back of a portable Electronic News Gathering (ENG) camera, and a receiver to decode the transmitted signal. The equipment to be used is the same as is authorized to Sony Electronics Inc. under experimental call sign WB9XLB. All operation will be on a non-interference basis to licensed users. CCS will coordinate use of the requested frequencies with licensed entities and obtain all necessary concurrence, as has been done in previous instances. Upon report of any interference by an existing licensee, CCS will promptly respond, including discontinuation of use of the channel if necessary. CCS appreciates your prompt review of this urgent request due to the short timetable available, and apologizes for the short notice.

CBS Communication Services Inc. (CCS), in cooperation with Sony Electronics Inc., wishes to test a prototype COFDM wireless camera system at the Presidential Inauguration on January 20, 2001. CCS wishes to test for reliability of wireless cameras in a mobile situation, and the Presidential Inauguration Parade is an excellent chance to demonstrate this technology to the television industry and government officials.
