Explanation
Please explain in the area below why an STA is necessary:
This regards a request by Broad Comm, Inc. (Broad Comm) for Special Temporary Authority (STA) to allow use of frequencies within TV channel 2 at the Arthur Ashe Stadium in Flushing, NY. Based on an engineering analysis it does not appear that any interference will be caused to existing operating television stations. There is a licensed LPTV station (WKBO-LD Facility ID 51441) and a LPTV construction permit (W28ES-D Facility ID 130477) both in New York, NY on channel 2 at the same location. These two facilities have an interference agreement to accept interference caused by their simultaneous operation that results in neither station having any meaningful service in the area surrounding the location proposed in this STA application. Furthermore, an analysis using the FCCs TVStudy software shows no predicted interference to either WKOB-LD or W28ES-D. An attached report shows both the current predicted service for WKOB-LD and W28ES-D and that no predicted new interference would be caused by the facility proposed in this application. The purpose of the requested STA will be to transmit two audio channels to spectators using special receivers while they are attending events at the stadium. A 6-month STA is again being requested to allow for setup and testing leading up to the actual use of the system during the U. S. Open Tennis Championship Tournament. It is noted that this system has been previously granted an STA for operation on TV channel 5; however, that channel appears to no longer be available. Broad Comm provides radio frequency support services to broadcasters and broadcast network entities as well as other services for coverage of major events. The FCC has granted Broad Comm and others similar requests for several previous events.
