       Explanation of Modification of License 0244-EX-CM-2019


The mission, ANDESITE, was originally licensed with grant 0353-EX-CN-2017, to be
launched in 2018. However the license was not received in time and ANDESITE
was demanifested. A remanifest was recently obtained to launch from the Rocket
Labs New Zealand launch site, into a 585 km circular orbit at 98.6 degrees
inclination. The former launch would have been to a 500 km circular orbit at 85
degrees. As before, no deployments will occur until the satellite is at 350 km
orbit. A revised ODAR has been submitted.
The earliest possible launch is Nov. 19, 2019. No other parameters of the
spacecraft or the experiment have changed from what was originally licensed; all
of the technical data is the same as for the original license.
We request the modification be approved before October 1, 2019, to satisfy the
requirements of the launch provider.
