Explanation
Please explain in the area below why an STA is necessary:
The over-the-air testing planned would require utilization of Digital TV signals in UHF/VHF bands that we currently do not have a license for. The functional and performance testing planned is short-term and expected to last no longer than 6 months.

Purpose of Operation
Please explain the purpose of operation:  The purpose of the operation is to conduct DoD developmental testing of wireless transport technologies as a last-mile communications solution for the mobile warfighter. The tests are intended to evaluate functional, performance, and mobile reception capabilities of DVB-T technology as an IP datacasting solution and would utilize UHF/VHF bands. While testing will be done in the US, final deployment of any solution based on these tests would be deployed overseas and used for military operations.
