                                         EXHIBIT B
                         Request for Expedited Treatment

As discussed in the accompanying “Narrative Statement,” Booz Allen Hamilton Inc. (“Booz
Allen”) respectfully seeks a 6‐month experimental special temporary authorization (“STA”)
beginning May 23, 2014, to develop, test and demonstrate prototype remote sensors with low
power communications equipment that will operate on channels centered on 313 MHz and 315
MHz allocated for non‐multilateration operations.

Booz Allen requires a 6‐month STA to accommodate functionality and acceptability evaluations
at a remote test site in New Mexico before planned demonstrations scheduled for prospective
Federal Government scheduled for later this year at the test site, at other Booz Allen locations,
or at user locations. Accordingly, Booz Allen respectfully requests expedited treatment of its
request so that it may commence the experimentation as proposed.

Also, please note that Booz Allen does not propose to market, sell, or lease prototype
equipment to end users. Moreover, no fees will be charged to entities evaluating the
equipment during this test. After the experimentation ceases, Booz Allen will recall and recover
all devices.

Booz Allen submits that expedited processing of its request for an STA is in the public interest,
convenience, and necessity, as it will permit to develop innovative equipment that will
accommodate the communications needs of the US military.
