Why STA is Necessary:

Boeing requires special temporary authority (“STA”) in order to begin using the E113WA
(formerly SATMEX 6) satellite as an additional Point of Communication for the Boeing
Broadband Satellite Network (“BBSN”). This STA supports interim operations while Boeing
secures a license for BBSN from the FCC’s International Bureau under the new regulations for
Earth Stations Aboard Aircraft (“ESAA”). Boeing intends to file an ESAA application with the
IB shortly. The E113WA satellite is included on the FCC’s Permitted Space Station List. See
Call Sign S2695, File No. SAT-PPL-20060329-00030.



Purpose of Operation:

The purpose of this operation is to provide expanded coverage of our BBSN to support our U.S.
Government Customer.
