Explanation
Please explain in the area below why an STA is necessary:
Bluegrass seeks to commence testing no later than April 3, 2019, for a period of six (6) months.

Purpose of Operation
Please explain the purpose of operation:  Testing equipment. No commercial services will be provided. Bluegrass will undertake the testing using equipment from several manufacturers. Bluegrass will use two existing cell site towers to mount the base station equipment to be tested. All remote units will be fixed, will operate within 1 kilometer of the base stations, and will operate with the same frequencies and power levels as the base stations. There are no ground-based radars in or near the planned trial area in Elizabethtown and Cecilia, Kentucky. Further, the trial area is over 600 miles from the Atlantic Coast.
