          MODIFICATION OF EXPERIMENTAL LICENSE AUTHORITY
                        (CALL SIGN WH2XPT)

       On December 28, 2015, the Office of Engineering and Technology (“OET”)
granted experimental authority to BlackSky Global, LLC (“BlackSky”) to construct,
launch, and operate two experimental space stations named Pathfinder-1 and
Pathfinder-2. BlackSky has corresponding experimental earth station authority to
communicate with these points of communication under Call Sign WH2XPS.

       BlackSky is submitting the instant modification request to change one detail
relating to the proposed launch of the Pathfinder-1 satellite. Rather than being
launched from an upcoming Falcon 9 rocket mission, Pathfinder-1 will be launched
from a PSLV rocket mission and placed into a different orbit than previously stated.

        Specifically, Pathfinder-1 will be placed in a 670 x 670 km circular, sun
synchronous (98.21 degrees inclination) orbit with local time of descending node
(“LTDN”) of 0930. Pathfinder-1 will then utilize its propulsion system to lower its orbit
into an operational orbit of 485 x 670 km (no inclination change). Accordingly, BlackSky
is also submitting herewith a revised Orbital Debris Assessment Report (“ODAR”) as it
relates to the orbital changes for the Pathfinder-1 experiment.

       BlackSky notes that no changes are proposed at this point for the experimental
communications with Pathfinder-2 as previously licensed. Furthermore, BlackSky
hereby confirms that this modification does not contemplate any changes to the
technical details of the grant, as relates to power, frequencies, or emissions between
either point of communication and the previously-authorized ground station facilities.
