Re: Use of experimental frequency

Dear Sirs,

Big River Broadband wishes to receive a Special Temporary Authority (STA) to operate a microwave link
for a period of three (3) months. The nature of the experiment is to determine if an 18 gigahertz point to
point microwave link will properly carry a common public radio interface (CPRI) connection wirelessly
versus a conventional method utilizing fiber optic cables.

The radio vendor, CERAGON NETWORKS, asserts that their product, MODEL NUMBER FibeAir-IP-20C
will replace a fiber optic connection that is normally placed between a remote radio head (RRH) and a
base band unit. The intention of this experiment is to evaluate the product and verify its technical
capabilities as represented by the vendor. The results will provide Big River with sufficient test data to
assist in making a purchase decision.

We are including the results of a radio frequency interference study which has all technical specifications
for the equipment and RF parameters as well as the link profile for the test path.

I trust you will find this information sufficient and provide us with an authorization to proceed. However,
should you require additional information, please contact Jay Briscoe, Manager – Wireless Engineering
and Operations at (314) 225-2255.

Sincerely,

Kevin Keaveny
