Explanation
Please explain in the area below why an STA is necessary:
This request for Special Temporary Authority (STA) is submitted pursuant to 47 CFR 5.61 to request authorization to perform a series of short flight tests for ground-based radar evaluation in support of a NASA contract. The STA is for frequency licensing of short-range panel radars made by EchoGuard operating in the frequency band 24450.000-24650.000 MHz with an Emission Designator of 45M0FXN. Operation within this frequency band requires FCC licensing.

Purpose of Operation
Please explain the purpose of operation:  The purpose of the operation is for Bell to gather air traffic data from Bell helicopters flying in the area as a part of the regular Bell Training Academy operations. Gathering of air traffic data using the EchoGuard radar system will allow for radar system performance evaluation.
