              Dear Mr. Wirght:

              Southwestern Bell Mobile Systems, on behalf of Dallas SMSA Limited Partnership, the ccllular
              licensee in Market 9B, supports the Microccell Product Development Testing ongoing at
              BNR/Northern Telecom in Richardson, Texas. This testing, utilizing prior coordinated "B band"
              cellular spectrum on a non—interferning basis, has allowed product development with no known
              degradation to cellular users.

               RE: Use of Cellular Spectrum


               Dear Ms. Yaeger:

               Please consider this letter as temporary authorization forthe continued use of the eight "B" band
               cellular channels for an additional 60 days from the date of this letter, This is a continuance of the
               authorization issued on May 24, 1994 for 60 days, subsequently extended on July 20, 1994 for 60
               days. We are preparingthe necessary modifications to our cutrent agreement for extended use of
               channels, As stated in our letter of March 1, 1994, the channels currently authorized for use include
               the following: 647, 649, 651, 653, 655, 657, 661, 663. Of these channels only 657, 661 and 663 can
               be utilized for non—indoor testing during this extension period.

               In addition, we will be reviewing our channel requirements/availabilities to meet both of our needs.
