Subject: Special Temporary Authorization
               Microcell Product Demonstration
               Northern Telecom Wireless Marketing Forum

Dear Mr. Wright:

BNR INC./Northern Telecom hereby requests special temporary authorization to
demonstrate our Microcell product at the Northern Telecom Wireless Marketing
Forum. The forum will be held on Tuesday, November 1, 1994, 8:00a.m. to
5:00p.m. at the OMNI Mandalay Hotel, 221 East Las Colinas Blvd., Irving, Texas
75039, (214) 556—0800. The OMNI‘s latitude is 32° 52‘ 4" North, and longitude is
96° 56‘ 20" West.

The forum topic, "Marketing Microcellular," includes a microcell voice
demonstration. Mobile handsets, pre—tuned to frequencies licensed by a "B" cellular
provider, will be available for customers to experience the voice quality provided by
Northern Telecom‘s Microcell. The purpose of this demonstration is to reveal to the
customer the quality available on a microcell, as well as communicating the different
areas a microcell can be applied. The demonstration will be completed in an
enclosed area of 25W x 38L x 15H.

Attached is a September 26, 1994, letter from Southwestern Bell Mobile Systems
supporting the Marketing Forum Microcell Demonstration. They have allocated the
following channels on November 1st: 378, 399, 420, 441, 418, 439, 565, 586. It
is important that the use of frequencies in the cellular band avoid co—channel and
adjacent channel interference. RF output will be less than 50 milliwatts,
broadcasting standard AMPS cellular signaling. A special temporary authorization
is needed because BNR INC‘s. current Experimental Radio License for Microcell
Testing and Demonstration (Call sign: KO2XEU, File number: 3545—EX—PL—93)
does not include the above latitude and longitude coordinates.

The Microcell demonstration equipment consists of several hand—held mobile
phones, and one Northern Telecom Microcell Base Station. The base station
dimension‘s are 10"W x 20"H x 22"D, and the antenna will be mounted inside on
the wall approximately 10‘ from the ground.
