        Subject:      Application for Special Temporary Authorization

Dear Mr. Wright:

Attached hereto is an application for Special Temporary Authorization (under
Part 5.56 of the Regulations) on behalf of Bell Northern Research (BNR). BNR
is the research and development subsidiary of Northern Telecom. BNR and
Northern Telecom have approximately 22,000 employees in the United States
and approximately 3,200 employees in Richardson, Texas, where the testing
will be conducted with the Special Temporary Authorization. The microcell
testing by BNR is for product development that will be used in future Northern
Telecom communication products.

BNR requests Special Temporary Authorization for low—power, microcellular
testing, using no more than seven cellular channels during any test period.
BNR will coordinate its testing with the licensed cellular provider to avoid
interference to licensed cellular services. Initially BNR will use seven cellular
channels licensed to MetroCel. However, as the system needs of the existing
licensed cellular provider may change from time to time, BNR is seeking
Authorization flexibility to test in the full spectrum range assigned to both
cellular providers in the Richardson, Texas, area. However, BNR will not use
more than seven cellular channets at any one time, and BNR will coordinate its
testing, and any change in channels, with the licensed cellular provider to avoid
interference.

Attached hereto is a completed Form 405 with a Form 155 fee processing form.

The original of this Application, Form 405, Form 155, and BNR‘s $35.00 check
have been mailed to the Federal Communications Commission, c/o Melion
Bank, in Pittsburgh, Pennsylvania. A duplicate copy of this application with
Form 405 is being submitted directly to the FCC as a courtesy.
