Explanation
Please explain in the area below why an STA is necessary:
The Commission has designated 3550-3700 MHz as CBRS shared spectrum. The purpose of this STA is to test the operation of shared spectrum in a real environment. This STA will be used as part of the FCC Initial Commercial Deployment (ICD) process for SAS certification. Though this request notes the frequency range of 3550-3700 Mhz, the actual frequency usage will be much lower and will be determined and allocated to the CBSD radio by the SAS, according to FCC Part 96 rules. Purpose of Operation
Please explain the purpose of operation:  Testing equipment. As part of the ICD process, FCC has made an allowance for the use of equipment that has not yet been FCC Certified if an STA is filed for such equipment. The purpose of this STA is to request use of experimental equipment for use in the Federated Wireless ICD. This equipment will be used in the Carolina West Wireless network during ICD. During ICD, the Federated Wireless SAS will provide Federal and Incumbent protection, according to FCC Part 96 rules and WInnForum technical specifications. The noted CBSD equipment will use the standard CBRS protocol to receive the spectrum grant (if approved) and follow SAS to CBSD CBRS protocols for incumbent protection.
