experimental operations in California, Texas and Louisiana for the sole purpose of conducting technical

experimental operations for the purposes of 1) research; 2) field surveys, or 3) development of radio
technique, equipment, operational and/or engineering data otherwise permitted under FCC Rule Section
5.61 in California, Texas or Louisiana.
