Ball State University is exempt from filing fees under Section 1.1114(f) of the rules
because it is a governmental entity. The University is a state institution that is governed
by a Board of Trustees appointed by the Governor of Indiana. See
http://www.in.gov/legislative/ic/code/title20/ar12/ch57.5.html for the applicable
provision of the Indiana Code.
