Exhibit 1 This Modification Application is being filed to delete the following bands from the WG2XFW license: 3.7-4.2 GHz 5.85-6.425 GHz 7.25-7.75 GHZ 7.9-8.4 GHz In addition, with respect to the transmitting equipment on file with respect to this license, pursuant to Section 5.77(b) of the Rules, the following changes are requested to become a permanent part of the license file: - Deleted: o Harris: AN/WSCV-6(V)9 - Added: o General Dynamics, RT-1799A o Add Herley Industries, AM-7585B Finally, the contract information associated with the license is being updated to add the additional contract below – it is requested that Special Condition 6 be updated to add this additional contract: o Contract: N00024-17-C-2301 o Customer/Agency: Naval Sea Systems Command (NAVSEA o Government POC Name: Lawrence Gordin (Contracting Officer) o Government POC Tel. No. 202-781-4905 As a result of the above changes, modifications are requested to certain Special Conditions on the license, as listed on the following page.

As a result of the modifications described on the prior page, BAE Systems believes that the following Special Conditions can be either deleted or modified: BAE Systems believes the following Special Conditions can be deleted based on the deletion of the ranges listed on the prior page: (3) Licensee must be aware of potential interference to Part 101 and Part 25 licensees in the 3700-4200 MHz and 5925-6425 MHz bands. Licensee is subject to immediate shut down in the event of harmful interference. (4) Operation is subject to prior coordination with existing and future Fixed Microwave Service licensees in accordance with 47 CFR, Part 101.103(d). BAE Systems believes that the following edits can be made to the following Special Condition based on the deletion of the ranges listed on the prior page: (10) Operation is NOT PERMITTED using the following frequency bands: 251.0375- 251.1625 MHz, 253.4875-253.5125 MHz, 254.2375-254.4125 MHz, 255.3875-255.4125 MHz, 256.6875-256.7125 MHz, 256.7875-256.8125 MHz, 256.8625-256.9125 MHz, 257.1875-257.2125 MHz, 257.5875-257.9875 MHz, 259.0875-259.1125 MHz, 259.2875- 259.3125 MHz, 262.9875-263.1625 MHz, 266.7875-266.8125 MHz, 268.6875-268.7125 MHz, 268.9875-269.6375 MHz, 269.8875-269.9125 MHz, 292.125-292.200 MHz, 293.2125-293.2375 MHz, 294.6875-294.7125 Hz, 296.6875-296.7125 MHz, 298.850- 298.950 MHz, 299.1875-299.2125 MHz, 299.5875-299.6125 MHz, 305.1875-305.2125 MHz, 306.1875-306.2125 MHz, 306.2875-306.3125 MHz, 306.900-307.375 MHz, 307.7875-307.8125 MHz, 307.8875-307.9125 MHz, 308.3875-308.4125 MHz, 310.7875- 310.8125 MHz, 5894.250-5905.750 MHz, 7260-7290 MHz, 7310-7340 MHz, 7345-7375 MHz, 7390-7435 MHz, 7445-7475 MHz, 7485-7515 MHz, 8010-8040 MHz, 8168-8198 MHz, 8235-8265 MHz. BAE Systems believes that the following edits can be made to Special Condition 6 based on the addition of the specified contract: (6) This authorization is issued for the express purpose of conducting experimental operations described in the related application and required by US Government Contract No. N00024-11-C-2301 and N00024-17-C-2301. The use of this radio station in any other manner or for any other purposes will constitute a violation of the privileges herein authorized. Except as subsequently authorized by the Commission, this radio station shall not be operated after the expiration date of the contract designated in the related application and enumerated above.
