                                                                                   Exhibit 1

       1. Introduction

By the instant application (“Application”), BAE Systems Information and Electronic
Systems Integration Inc. (“BAE Systems”) requests that the Commission grant a two year
experimental license to permit BAE Systems to operate the facilities (the “Facilities”) specified
in the instant application.

       2. Purpose of the Operation

The testing at BAE Systems’ outdoor range is a critical part of the manufacture and
delivery of military systems provided to the Armed Forces in support of Homeland Security as
well as war efforts. This STA request is sought to allow BAE Systems to support the
development of the Coyote UAS (Unmanned Aircraft System) for the HAASW (High Altitude
Anit-Submarine Warfare) program.

These operations, an extension of the operations previously granted under call sign
WK9XHM (File No. 1242-EX-ST-2016) will be strictly-ground-based transmissions and will
not involve the flying of aircraft or any airborne transmissions. This experiment will aid in the
Preliminary development and verification of a wireless data link and to verify wireless data
transfer and formatting, prior to more extensive field testing. Such wireless data transfer at BAE
Systems’ outdoor range will allow BAE Systems to calibrate the vehicle magnetometer without
being tethered to any test equipment and external cabling and to distance the equipment from
magnetic sources.

A waiver of the Station ID requirements of 47 CFR §5.115(a) is respectfully requested.

The following contract applies to this effort:

            Contract Number: N00014-15-C-0047
            Contract POC:
                             Margery Hoffman
                             410-474-0843
                             margery.hoffman@navy.mil

       3. Prevention of Interference

BAE Systems hereby advises the Commission that the tests to be conducted under the
requested Commission authorization are to be conducted near the center of BAE Systems’
Merrimack, New Hampshire facilities. Such location will result in the separation of the test
facilities from other existing transmit or receive facilities.

       4. Stop Buzzers

               Primary: Brian Tomaselli 603-315-4789
