Explanation
Please explain in the area below why an STA is necessary:
Avista would like to test over the air in the CBRS band. We have a lab at the Avista offices, and are currently limited to wired testing. We would like to prove our customer premise device and base station performance over the air.

Purpose of Operation
Please explain the purpose of operation:  Avista Development Inc has several CBRS prototypes for outdoor CAT-A/CAT B. Avista has full lab testing the e2e and LTE solution for CBRS and extends the testing outdoor at our Avista campus.
