Explanation
Please explain in the area below why an STA is necessary:
Adding phase modulation overlay to 1090MHz ADS-B squitter transmissions on existing ACSS FAA certified Mode S/ADS-B Out transponder. The current certified transponder does not include the phase modulation overlay function

Purpose of Operation
Please explain the purpose of operation:  Demonstrate phase modulation link performance using Lynx NGT-9000D and NGT-9000RD multilink transponders. This will include validating reception of Phase modulation encoded parameter data, DF-17 format (transmitted by an NGT-9000RD unit installed at a fixed Engineering lab workstation) is received and decoded by an NGT-9000D unit installed in the ACSS King Air during flight test operation. Testing will also include demonstrating air to ground link performance of phase modulation encoded parameter data (transmitted from the NGT-9000D unit installed in the ACSS King Air) is received and decoded by the NGT- 9000RD unit installed at the fixed location Engineering lab workstation. Flight tests are to confirm link performance of phase modulation. Each flight test duration is expected to require between 0.5 to 1.0 hours and local ATC will be contacted prior to conducting flight test activity to coordinate on flight test start/stop times.
