Explanation
Please explain in the area below why an STA is necessary:
Air to ground transmissions are required to for short-term operation of aircraft systems in support of OCEARCH research. The timing is based on natural migration/feeding habits of the species under investigation. As such, notification times for peak observation are short, generally less than 60 days. OCEARCH is a recognized world leader in generating critical scientific data related to tracking (telemetry) and biological studies of keystone marine species such as great white sharks, in conjunction with conservation outreach and education at a measurable global scale. OCEARCH shares real-time data through OCEARCH’s Global Shark Tracker, inspires current and future generations of explorers, scientists, and stewards of the ocean, and enables leading researchers and institutions to generate previously unattainable data. OCEARCH has completed 22 expeditions as of September 2015; by 2016, a total of 26 will be completed.

Purpose of Operation
Please explain the purpose of operation:  To provide command, control and data transmission between sensor equipped aircraft and OCEARCH vessel. This RF link will provide real-time data (primarily video) to support location and tracking of marine species.
