Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
Mini Baja is a student competition with over 100 engineering schools from all over North America. The event is sponsored by the society of Automotive Engineers and Auburn University. The Event is spread over a large rural area in Alabama. The area is owned by the University. The facility is located at 32°35.9 N latitude and 85°17.8 W longitude. A LPFM license is not necessary as the station is temporary, and an experimental license is also not needed for the same reason. The station will be tested in February 2009 and operated in April 2009.

Special Temporary Authority application - Purpose of Operation

Please explain the purpose of operation:
The purpose is to provide event and safety information via a small FM broadcast station. This is the most economical way to provide critical information to all of the participants at the facility. The terrain is both open and wooded, making the use of standard PA equipment impossible. The idea is that the participants can bring thier own FM radios and tune into our broadcast. We need to be able to issue safety and event information, especially in the case of a weather emergency (tornado, thunder storm etc.). The station will be tuned so that the broadcast will not extend beyond the borders of the facility.
