I just noticed in the correspondence from the FCC site that you also require a signed ODAR analysis report. Please find
that attached here.

You mentioned that the filing is not fee exempt and I just want to make sure I understand why that is the case. We are a
NASA‐funded government mission but are being required to file through our commercial entity for the license. Can you
help me understand what makes the filing non‐fee exempt?
