                                                                                                                                                                                                                                                       NARRATIVE DESCRIPTION

Astronics AeroSat Corporation (“Astronics AeroSat”) hereby requests a two-year experimental
license commencing on or before September 1, 2014, for operation of up to five (5) aircraft earth
stations (“AESs”) in order to test and demonstrate the operational characteristics of its HR6400
Ku-band antenna system. Authorization is sought to conduct the tests within the contiguous
United States (“CONUS”).

Astronics AeroSat currently holds an experimental Special Temporary Authorization (“STA”)
(Call Sign WH9XHX; File No. 0078-EX-ST-2014) to conduct AES operations across CONUS.
The current experimental STA expires on September 1, 2014. The instant application seeks an
experimental license to continue these same operations for two years.1 Attached is a copy of the
supporting Narrative Statement submitted with the application for the current experimental STA.
The instant application for a two-year experimental license does not make any changes to the
geographic scope, technical characteristics (frequency bands, emission designators, authorized
power or signal modulation) or other information associated with Call Sign WH9XHX.

Astronics AeroSat acknowledges the conditions imposed in its existing experimental STA will
be applicable to the two-year experimental license and accepts any other conditions the
Commission may deem appropriate in the context of the license.

if an application for a regular, two-year experimental license is filed at least 15 days prior to the
expiration of the STA. Id. Moreover, when such application is timely filed, operations in
