March 20th, 2018 To Whom It May Concern: This is to certify that: ARRIS International is a manufacturer of radio frequency equipment [(WiFi access points). The RF experimentation will be conducted by following a strict Test Plan defined and approved by ARRIS in a laboratory environment. ARRIS will have a Project Manager in place to specifically follow the Test Plan, track results, and publish test results. ARRIS has extensive RF experience and expertise with over 10 years developing and commercializing hundreds of RF products and has a significant number of RF engineers on permanent staff. For the above reasons, | believe ARRIS meets the Eligibility criteria for an Experimental License as set forth in the Commission Rules.
