1. Submit a SIGNED Orbital Debris Assessment Report (ODAR) in accordance with 47 C.F.R. §5.64(b).
2. The FCC’s International Bureau requires the submission of SpaceCap data to complete evaluation of
your application. In accordance with the provisions of Article 9.1 and Appendix 4 of the Radio
Regulations, mandatory submission of a SpaceCap file for each individual space station is required. The
software and instructions may be downloaded from the ITU link
http://www.itu.int/en/ITU-R/software/Pages/spacecap.aspx. Submit the results to my FCC email address,
Douglas.Young@fcc.gov. Change the extension of the mdb file so that it makes it past our firewall.
3. You have submitted an IARU coordination letter with your application. This means that you should be
filing for a Part 97 amateur license. If you don’t qualify for an amateur license, then you will need to
submit an electromagnetic compatibility (EMC) analysis demonstrating that you will not interfere with
licensed services. An example of an acceptable EMC analysis is the exhibit entitled "Exhibit C
Interference Study" in Experimental Licensing System file number 0026-EX-ST-2018.
4. Submit a copy of the NOAA License to Operate a Remote Sensing Space System, if required.


The items indicated above must be submitted before processing can continue on the above referenced
application. Failure to provide the requested information within 30 days of May 22, 2018 may result in
application dismissal pursuant to Section 5.67 and forfeiture of the filing fee pursuant to Section 1.1108.
