                                  Phoenix Federal Guidance by NASA

Phoenix is supported by NASA’s Undergraduate Student Instrument Project (USIP) Program, which
organized by the Wallops Flight Facility and NASA Goddard Space Flight Center to provide
undergraduate students with the opportunity to pursue a hands-on flight project experience relevant to the
NASA strategic goals and objectives. In being sponsored by NASA, Phoenix is contracted under terms of
a grant and cooperative agreement (Cooperative Agreement Number: NNX16A8A), which will last from
May 9, 2016 to May 8, 2018, shortly after the satellite is expected to be launch ready (March 2018). This
awards the student team $198,128 to promote all development, testing, flight hardware assembly
necessary to ensure successful mission operations.

Per the provisions of the USIP guidelines, the student team is responsible for all design, development, and
verification of the satellite and its mission operations, while NASA’s role is to offer technical support
(coordinates design reviews, ensures vehicle interfaces, and manages the project’s grant), and mission
guidance throughout the project’s development. NASA is also responsible for coordinating the launch
agreement through the CSLI.

The cooperative agreement makes the satellite a provision of NASA in taking responsibility of the project
through financial and technical support, but the satellite will be owned and operated by the student team
at Arizona State University. Through the program, the student team is assigned a specific platform
manager, who facilitates NASA’s role in the project, specifically. The platform manager for Phoenix is
Peter Dell, whose information is included in the application to provide the project’s associated federal
point of contact. In addition, Phoenix will be subject to a final report, which will be submitted to NASA
within three months after the satellite’s deployment into orbit as a formal summary of the project’s
outcomes and lessons learned.
