Mr. Don Nellis added the below:

Make sure you emphasize that if there are any altitude replies sent (any
Mode C reply or Mode S transmission containing altitude), the altitude must
be set above 90,000 feet. They can not report "no altitude" because that
sets a reply of all zeros which is interpreted by TCAS as being
co-altitude. A co-altitude reply will cause TCAS equipped aircraft to
perform collision avoidance maneuvers.
