Re:      Andrew Corporation ("Andrew") Request for Special Temporary Authority
        ("STA") Covering Earth Station Operations In The Ku—Band




Dear Sir or Madam:

        Andrew hereby submits the following request for STA pursuant to FCC rule section
5.61, 47 C.F.R. § 5.61 (1998). Andrew seeks STA, for a time period not to exceed one
hundred and eighty (180) days, to test and operate fixed transmit—receive satellite earth
station equipment in the Ku—Band at two locations.

         Pursuant to rule section 5.61, Andrew specifies the following information in support
of its request for STA:

       (1)   Name, address, phone number (also e—mail address and facsimile
number, if available) of the applicant.

         (2) Description of why an STA is needed.

        STA is urgently required to permit the applicant to commence testing and operation
 of Andrew‘s newly—developed "GoStation" terminal equipment. The STA will enable
 Andrew to evaluate the performance of the new equipment, using real—world testing
 conditions.

         (3) Description of the operation to be conducted and its purpose.

         See above. Andrew will conduct tests using its GoStation terminal equipment,
 transmitting and receiving test data (64 kbps up to 2 Mbps) to and from a variety of
 satellites, including Intelsat satellites!   No commercial operations will be conducted.
 Andrew is a leading manufacturer of satellite transmission and antenna equipment.

         (4) Time and dates of proposed operation.

         Andrew desites to commence STA operations by January 17, 2000, and intends to
 test intermittently until at least mid—March, 2000. Andrew is preparing and expects to soon
 submit an FCC Form 442, intended to secure an experimental authorization that extends
beyond the period of time authorized by the STA.

         (5)   Class(es) of station (fixed, mobile, fixed and mobile) and call sign of
station (if applicable).

        Fixed Transmit—Receive Satellite Earth Station.

        (6) Description of the location(s) and, if applicable, geographical coordinates
of the proposed operation.

        1)      Richardson, Texas; Geographic coordinates: 32° 58‘ N / 96°41° W
                Physical address: 2601 Telecom Parkway, Richardson, TX 75082

        2)      Alexandria, Virginia; Geogtraphic coordinates: 38°48°‘ N / 77°02° W
                Physical address: 1800 Diagonal Rd, Suite 500, Alexandria, VA 22314

        (7)    Equipment to be used, including name of manufacturer, model and
number of units.

        Andrew intends to deploy a 1.8 meter or 2.4m terminal at the Richardson, Texas site,
and a 1.2 meter terminal at the Alexandria, Virginia site.

         The transmission equipment used in conjunction with Andrew‘s STA operations is
 experimental and will be manufactured by Andrew. Andrew may also use other "off—the—
 shelf" equipment, antennas, cabling, etc. that, if required, has been approved for use by the
 FCC.

         (8) Frequencies desired.

         The Ku—Band:

         11.7 —12.2 GHz (space to earth)
         14.0 —14.5 GHz (earth to space)

        The Ku—Band is allocated domestically for the same types of services to be
authorized under this STA. Moreover, the Ku—Band is not shared with terrestrial providers
and thus has no prior coordination requirement. Finally, the FCC has adopted streamlined
application processing procedutes for Ku—Band earth station applicants.

        Andrew understands that STAs are secondary in nature.            Therefore, it agrees to
monitor the RF environment to ensure interference—free operations, and pledges to
immediately discontinue operations in the unlikely event that harmful interference results.

       (9) Maximum effective radiated power (ERP) or equivalently isotropically
radiated power (EIRP).

        4 watts maximum transmit power; 55dBW EIRP.


        (10) Emission designator (see §2.201 of this chapter) or describe emission
(bandwidth, modulation, etc.).

      Andrew‘s equipment will operate with band—limited Quadrature Phase Shift Key
("QPSK") or Binary Phase Shift Key ("BPSK") modulation, utilizing a maximum bandwidth
of 3 MHz.

      (11) Overall height of antenna structure above the ground (if greater than 6
meters above the ground or an existing structure, see Part 17 of this Chapter
concerning notification to the FAA).

        Andrew does not intend to mount its transmission equipment on any antenna
structure that is greater than 6 meters above an existing structure. Andrew‘s antenna and
mounting structure are less than 3 meters in height.

Anti—Drug Abuse Act of 1998.

       Based on the foregoing, Andrew respectfully requests that the FCC issue ST‘A for
Andrew to test and operate its equipment in the Ku—Band.
