Special Temporary Authority application - Explanation
Please explain in the area below why an STA is necessary:
As further described in the accompanying Narrative Statement, for which confidentiality is requested, Ambient Corporation (?Ambient?) is the developer of proprietary technology to provide Internet access via a carrier current system by means of conduction directly from connection to electric power lines as an unintentional radiator. See 47 C.F.R. § 15.3(f). Initial testing of experimental spread spectrum modems has verified compliance with the relevant radiated emissions limits found in Part 15 of the Commission?s rules. An STA is needed at this time so as to determine more completely and accurately the technical performance characteristics and customer acceptability in field studies and a limited market study, including at residential sites, which otherwise cannot be conducted at Ambient?s or its partners? facilities. Ambient intends that these performance evaluation tests be conducted over the next six (6) months, until December 31, 2002. In addition, Ambient?s business plan calls for Ambient to announce publicly the initiation of these performance evaluation and customer acceptability tests as early as June 24, 2002. Pursuant to Section 5.61 of the Commission?s Rules, 47 C.F.R. § 5.61, Ambient therefore requests that the Commission grant it an STA to conduct performance evaluations and determine customer acceptability of its proprietary carrier current system in field studies and a limited market study, including at residential sites. Expedited review of this STA application is also requested.

Ambient will likely expand this initial small field test to as many as 25 residential sites, all of which would take place within close proximity to the representative test site identified in response to Item #7. These tests, using spread spectrum modems, will provide Internet browsing services from the backbone to the field sites. Continual evaluation will be conducted both by automatic recording of error rates and net payload bit rates. User impressions of qualify of service will also be gathered through the compilation of customer reports. The tests will be conducted on a continuous basis over the six (6) months? authority granted pursuant to an STA. Further information regarding Ambient?s technology is provided in the accompanying Narrative Statement, for which confidentiality is requested.
