                       REQUEST FOR SPECIAL TEMPORARY AUTHORITY

         Alliant Techsystems Operations LLC (“ATK”), pursuant to Section 5.61 of the
Commission’s rules, hereby requests Special Temporary Authority (“STA”) to operate the radio
equipment described herein for a period of 180 days.1 The purpose of this request is to help
facilitate ATK’s testing of aircraft components pursuant to a government contract. The details of
the contract are as follows:

         ATK is long-time supplier of aerospace and defense products to the U.S. government.
Under contract to the United States Air Force, ATK is currently testing aircraft components at its
facility located near Fort Worth, TX. In connection with this testing, ATK intends to outfit
aircraft with a downlink radio transmitter manufactured by Vislink that is capable of transmitting
video, voice and data in the L-Band (1.7 – 1.9 GHz) by use of blade antennas manufactured by
Haigh-Farr, Inc. Technical details regarding the transmitter and antennas are provided in Exhibit
2. Use of this downlink will help ATK monitor, fine tune, and improve system performance
during flight operations. ATK is seeking authority to operate in the 1780 – 1850 MHz band.

        All equipment operated under the authority of the requested STA will remain under the
supervision and control of ATK at all times. ATK will coordinate all operations as appropriate,
including with the appropriate DoD Area Frequency Coordinator, and will operate pursuant to
any conditions the FCC may place on the STA. Operations will be limited to areas in the
vicinity of ATK’s Fort Worth facility. The “stop buzzer” contact for purposes of these

        Given that the purpose of the requested STA is to facilitate operations under contract with
the U.S. Air Force, ATK respectfully submits that Commission approval of this request will
serve the public interest, convenience and necessity. Favorable action on this request is therefore
warranted.
