          Re:       Special Temporary Authority for Demonstrations at the Association of
                    Public Safety Communications Officials Conference (APCO 2015)

Dear Ms. Dortch:

        Alcatel-Lucent seeks Experimental Special Temporary Authority (“STA”) from the
Federal Communications Commission (“Commission”) to use the public safety spectrum in
the 700 MHz Band 14 to demonstrate Long Term Evolution (“LTE”) equipment in
Washington DC, in conjunction with the Association of Public Safety Communications
Officials Conference (APCO 2015)

     The demonstration will conform to the following parameters:

     1. Operation will be confined to the vicinity of the Walter E Washington Convention
        Center, 801 Mt. Vernon PI NW, Washington, DC 20001. The equipment for these
        operations will include one base station and associated antenna located at the
        demonstration site, along-with a maximum of 10 end user devices (portable units)
        operating at no more than 1.0 kilometers from the base site.

     2. Alcatel-Lucent requests authority to operate over the 758-768/788-798 MHz band,
        which is currently licensed on a nationwide basis to the First Responder Network
        Authority (“FirstNet”).

     3. Operation will occur between August 15th – August 19th, allowing time for setup and
        testing, demonstrations, and teardown.

     4. This Experimental STA cannot be renewed. To the extent Alcatel-Lucent would like
        to obtain additional Experimental STA use of the radio frequencies licensed to
        FirstNet, beyond the period specified above, Alcatel-Lucent must file a separate
        request with the FCC.

     5. Alcatel-Lucent has analyzed information from the FCC’s ULS databases and has
        determined that the proposed operation would not interfere or create a significant
        potential for interference with any public safety operations in the 700 MHz band.

       Specifically, we found no active public safety licenses authorizing operation in the
       Washington, DC area on frequencies that are co-channel to those proposed in this
       STA request.

   6. Temporary operations pursuant to this Experimental STA will not be used in mission-
      critical operations or in the delivery of live transmissions in duties to protect life,
      property, or safety.

   7. The Experimental STA will serve the public interest by providing APCO attendees
      with an opportunity to test and receive an introductory knowledge of the potential
      benefits and capabilities of a Band 14 LTE public safety network.

   8. Alcatel-Lucent will work with other STA applicants that will be attending the
      conference to coordinate sharing spectrum to avoid any interference issues between
      vendors.

    For the foregoing reasons, Alcatel-Lucent respectfully requests that the Commission grant
the requested Experimental STA for the purpose of demonstrating LTE equipment at the
APCO 2015 Conference.
