Special Temporary Authority application - Explanation
Please explain in the area below why an STA is necessary:
Alcatel-Lucent ALU hereby files this Experimental Application to allow ALU to operate non FCC Certified LTE 3GPP Band Class 38 TDD radio equipment off of a single sector location within the BRS/EBS licensed markets listed in the in Table 1 of the Description of Proposed Experimental Operation attachment. ALU will be using only the BRS/EBS channels that fall between 2570 MHz to 2620 MHz (i.e. EBS A4, B4, C4, D4 , G5; BRS E4 F4; Guard blocks J K) as part of a Long Term Evolution wireless field trial and demonstration lasting approximately 3 months. The use of non FCC Certified LTE Band 38 TDD radio equipment is critical to the wireless deployment testing to help commercial and educational rural entities in Virginia make a determination on the feasibility and need for the deployment of next generation wireless services in rural areas using BRS/EBS spectrum assets. The use of commercial 3GPP LTE Band 38 TDD is being requested due to 3GPP LTE Band 41 commercial radio equipment not yet being available. 3GPP LTE Band Class 38 falls within or can be described as a subset to 3GPP LTE Band Class 41 and is commercially deployed today in Asia. See “Description of Proposed Experimental Operation” attachment for further details.

Special Temporary Authority application - Initial values - Purpose of Operation
Please explain the purpose of operation:
Grant of this experimental authorization is in the public interest as it will allow Alcatel-Lucent, who will be conducting the trial, to demonstrate to rural wireless providers the benefits of LTE technology in the BRS/EBS bands. This technology, if deployed in rural parts of Virginia, will provide high speed data to rural underserved and unserved areas. The FCC, grant of this experimental license will not harm existing licensed carriers or operators. See “Description of Proposed Experimental Operation” attachment for further details.
