Please explain in the area below why an STA is necessary:
The requested experimental STA is for October 12-16, 2010 for use in the City of Alexandria, Virginia. The expedited request for use of the public safety spectrum space in the 700 MHz Band 14 spectrum space, 758-768/788-798 MHz, is warranted as the proposed demonstration with the Alexandria Police Department will promote the "safety of life, health, or property" of the citizens of the United States. In addition, the Public Safety Spectrum Trust, the broadband licensee of the aforementioned spectrum space, will be filing a letter of concurrence allowing Alcatel-Lucent to use this space for the period requested above.

Please explain the purpose of operation:
The proposed demonstration will promote the ?safety of life, health, or property? of the United States by demonstrating the applicability of commercially developed technology (LTE ? Long Term Evolution) to address public safety broadband requirements. The demonstration with the Alexandria Police Department will highlight the use of high-definition video conferencing between two patrol cars in a simulated field environment. The use of voice and video over LTE will increase the speed and precision of the critical decision making process. In addition, the use of commercially available technology that meets public safety requirements will further serve the public interests by lowering acquisition costs, and demonstrating the readiness of LTE to meet the requirements of the spectrum currently assigned to public safety.
