                     Re: Application of Alcatel-Lucent for Temporary Spectrum Use for the
                     Washington D.C. Fourth of July Festivities on the Mall and 9/11
                     Demonstration

 Dear Ms. Dortch:

           The United States Park Police hereby provides its support to Alcatel-Lucent’s application

 for an experimental special temporary authority (“Experimental STA”) regarding its proposed

 temporary operation in 700 MHz Band 14 spectrum to demonstrate Long Term Evolution

 (“LTE”) equipment in Washington D.C. for use at the Fourth of July Festivities on the Mall and

 a planned 9/11 Trial in Washington D.C. Specifically, we seek the use of 758-763 and 788-793

 in the 700 MHz band for these aforementioned events.

           The United States Park Police plans to use the spectrum between June 24, 2011 and

 October 31, 2011. The demonstration and subsequent proposed 9/11 Trial will show LTE

 broadband capabilities that will ultimately protect the life, health, or property of first responders

 and the citizens of the United States.

           The demonstration will show how mission-critical information can be exchanged in real-

 time, anytime, anywhere. The demonstration will emphasize the use of Media Portal (Live

 Video Streaming) and two-way video conferencing. The use of live video will allow first


responders in the field to one day receive live surveillance feeds and on-scene video that will

provide a common operating picture and access to information from the field, enhancing both

incident response and first responder safety. Finally, the demonstration will show how

broadband networks will allow for the secure, easy and interoperable sharing of information

(voice, video and multi-media data) among first responders.

       In sum, we support Alcatel-Lucent’s Experimental STA, as it will provide the United

States Park Police with the ability to show first responders in the National Capital Region 700

MHZ public safety broadband capabilities, which will assist in protecting the life, health, or

property of our citizens.
