Please explain in the area below why an STA is necessary:
This request is for testing at a second location in conjunction with call sign WF9XMS, file number 0156-EX-ST-2012. Alcatel-Lucent requests that the Federal Communications Commission (FCC) grant an experimental special temporary authority (Experimental STA) for use of the D-block spectrum in Hoover, Alabama to demonstrate Long Term Evolution (LTE) equipment. LTE testing will be conducted in the center city of Hoover, AL and focus on SCADA applications. The base station is a temporary platform expected to be located at: 4601 Southlake Parkway Suite 150, Hoover,AL. SCADA control equipment will be located on the 7th floor at the following address: 600 North 18th street, Birmingaham, AL. The location of the SCADA remote transceiver unit (RTU) and the associated LTE fixed modem is yet to be determined but it expected to be within .5 miles from the base station

Please explain the purpose of operation:
Alcatel-Lucent has analyzed information from the FCCs ULS databases and has determined that the proposed operation would not interfere or create a significant potential for interference with any public safety operations in the 700 MHz band. Specifically, we found no active public safety licenses authorizing operation in the Birmingham area on frequencies that are co-channel to those proposed in this STA request.
