Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
The requested experimental STA is for the 35th Annual Law Enforcement Information Management (?LEIM?) Training Conference and Exposition, June 11 - June 16, 2011 in San Diego, California. The request is for use of the public safety spectrum space in the 700 MHz Band 14, 758-768/788-798 MHz, is warranted as the proposed demonstration at LEIM will promote the ?safety of life, health, or property? of the citizens of the United States. The proposed demonstration will promote the ?safety of life, health, or property? of the United States by demonstrating the applicability of commercially developed technology (LTE ? Long Term Evolution) to address public safety broadband requirements. The demonstration at LEIM will highlight the use of high-definition video conferencing between two patrol cars in a simulated field environment. The use of voice and video over LTE will increase the speed and precision of the critical decision making process. In addition, the use of commercially available technology that meets public safety requirements will further serve the public interests by lowering acquisition costs, and demonstrating the readiness of LTE to meet the requirements of the spectrum currently assigned to public safety.
