Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
Alcatel-Lucent requests that the Federal Communications Commission (FCC) grant an experimental special temporary authority (Experimental STA) for use of the D-block spectrum in Birmingham, Alabama to demonstrate Long Term Evolution (LTE) equipment. LTE testing will be conducted in the center city of Birmingham, AL and focus on SCADA applications. The base station is a temporary platform expected to be located at: 1200 6th Avenue North, Birmingham, AL. SCADA control equipment will be located on the 7th floor at the following address: 600 North 18th street, Birmingham, AL. The location of the SCADA remote transceiver unit (RTU) and the associated LTE fixed modem is yet to be determined but it expected to be within .5 miles from the base station
