Please explain in the area below why an STA is necessary:
Alcatel-Lucent seeks to use the public safety and the unlicensed D- block spectrum in the 700 MHz Band 14 to demonstrate Long Term Evolution (?LTE?) equipment in Houston, Texas for use at the NCAA Final-4 Basketball Tournament by the Houston, Texas police department. In sum, an STA is required for use of 700 MHz Band 14 today.

Special Temporary Authority application - Initial values - Purpose of Operation

Please explain the purpose of operation:
The demonstration will conform to the following parameters: 1. Operation will be confined to the immediate vicinity of the City of Houston, Texas. The equipment would include a base station and associated antenna located at the demonstration site, along-with a small number of portable units operating at no more than 1.5 kilometers from the base site. 2. Alcatel-Lucent has requested authority from the FCC to operate over the 758-768/788-798 MHz band, which is currently licensed on a nationwide basis to the PSST as part of the 700 MHz Public Safety Broadband License. 3. Operation will occur between March 21 and April 5, 2011, allowing time during that period for setup and testing, demonstrations, and teardown. 4. Alcatel-Lucent has analyzed information from the FCC?s ULS databases and has determined that the proposed operation would not interfere or create a significant potential for interference with any public safety operations in the 700 MHz band. Specifically, we found no active public safety licenses authorizing operation in the Houston, Texas area on frequencies which are co-channel to those proposed in this STA request.
