The Alaska Aerospace Development Corporation (AADC) is an Alaskan State owned
agency which operates the Kodiak Launch Complex (KLC) on the island of Kodiak.
The KLC is a rocket launch facility designed to launch payloads into polar
orbits and smaller rockets into sub-orbital flight.

Many of these rockets use GPS tracking and navigation systems which must be
tested before flight.

AADC is requesting permission to install and operate GPS relays within three of
its facilities at the KLC. These GPS relays will allow AADC's customers to
conduct pre-flight tests of their rockets' GPS tracking and navigation systems.
