Please explain in the area below why an STA is necessary:
To fly a High Altitude Psuedo Satellite UAV in the Yuma Proving Ground as part of a joint civilian military trial over the period June to mid August 2018. It was assumed that YPG could allocate permission to use S-Band frequencies and we have only just found out they do not have the authority to allocate the frequencies 1.995GHz and 1.955GHz
